The studio
About NOIR LINE TATTOO
A custom tattoo studio positioning itself in Downtown Phoenix, around Roosevelt Row. The work is individual drawing, a clear consultation, and a room run to the rules that apply in Arizona.
Tattoo work from the studio.
Individual design
The studio’s point is a tattoo drawn for one person. You can bring references, a story, or only a placement and a feeling. The artist’s job is to turn that into a composition that fits the body, then to tell you if it does not.
Wishes are not the same as a traceable file. If you want a change, it is discussed on the drawing. If you want another artist’s finished tattoo reproduced, the answer is no. That standard is repeated on the custom tattoo page because it is a working rule, not a slogan.
Consultation and the sketch
A consultation covers the subject, the size, the placement, and the limits of the skin. It is not a performance and it is not automatically the day of the tattoo. The sketch is shown before it is treated as approved.
You should expect questions. An artist who never pushes back is not doing the consult. You should also expect a direct no when the reference, the size, or the existing tattoo makes the idea fail.
How clients are treated
Appointments are explained in ordinary language. You are told what is decided, what is still open, and what would change the quote. The site does not publish fake urgency, fake awards, or a count of artists.
Privacy matters in a room where clothing and medical-adjacent history sometimes come up. The privacy policy describes what this website collects. It is narrower than a session at the studio, and the studio’s in-person consent form is not published yet.
Safety and sanitation
Arizona Revised Statutes § 13-3721 makes it unlawful to tattoo with a needle or coloring substance reused in the way the statute forbids, or with a needle that is not sterilized with equipment of the kind used by state-licensed medical facilities. It also makes it unlawful to run a tattoo business from a home or an impermanent structure, and it forbids anesthesia by someone who is not licensed to give it.
The same statute makes it unlawful to tattoo a person under 18 unless a parent or legal guardian is physically present. This website does not confirm appointments for minors. The studio has not published a stricter age rule than the statute, and none is invented here.
NOIR LINE TATTOO intends to work inside those rules and inside whatever permit process the City of Phoenix and Maricopa County actually require. The permit or license number, the inspection status, and the studio’s written sanitation protocol are not on this site yet. Until they are confirmed, the site does not claim the studio is licensed, inspected, or open for tattooing.

The room we are describing
Downtown Phoenix and Roosevelt Row are the neighborhood the studio is using for its public position: a walkable arts district rather than a mall kiosk or a spare room. The specific suite, the hours, and the door you will enter are not confirmed, so they are not written as if they were.
If you are comparing studios, use the services pages for the work itself and the consultation form to start a request. Do not use a search result that promises walk-ins, awards, or a street corner this site has not verified.
Ask a practical question
The consultation form is for tattoo projects. It is not a channel for payment, and it cannot confirm that the studio is open.
